VACATURE – Manager HR, Communications and Learning (0.5 FTE)

The St. Eustatius Health Care Foundation (SEHCF) is responsible for the organization and delivery of primary and acute healthcare on St. Eustatius. SEHCF is in a phase of continued organizational development. In recent years, important steps have been taken to strengthen quality of care, governance, leadership and operational foundations. The coming period focuses on consolidating these developments and building further on current organizational processes and strengthening communication and alignment within the organization and with external partners.

As a member of the Management Team, you contribute directly to organizational development, governance and decision-making, while building further on the foundations that are already in place. You lead and coach the HR & Communications Officer and the Education Coordinator and work closely with managers and other internal and external stakeholders across the organization.

You are responsible not only for the further development and implementation of policy and practice in these domains, but also for safeguarding their consistency, quality and sustainability over time. In this role, you help ensure continuity and quality of care by building transparent and reliable people processes, strengthening internal alignment, and supporting a professional culture in which teams can perform, learn and adapt. You drive organizational change in a careful and structured way, balancing strategic priorities with day-to-day operational realities in a small-scale and high-impact healthcare environment.

In addition, you lead the development of Learning & Development as a structured and strategic pillar within SEHCF, ensuring that education, training and professional growth are directly linked to quality of care, workforce sustainability and future healthcare needs on the island. Success in this role means that, over time, SEHCF further strengthens a consistent learning culture, clearer internal collaboration, and the continuity of high-quality care in a small and evolving organization.

▪ Develop, implement and safeguard an integrated HR strategy aligned with SEHCF’s organizational development agenda and continuity objectives.

▪ Take responsibility for the application of the CAO BES, including consistent interpretation, guidance to colleagues and strategic advice to the MT.

▪ Strengthen workforce planning, recruitment and retention in a challenging labor market.

▪ Further develop and embed the performance management and appraisal cycle.

▪ Support organizational development, culture, employee engagement and wellbeing in ways that strengthen staff satisfaction, internal alignment and continuity of care.

▪ Develop and oversee a coherent approach to internal and external communication.

▪ Ensure communication effectively supports organizational development and change processes, contributing to clarity, consistency and trust across the organization.

▪ Coordinate external communication and organizational positioning within the local and regional context.

▪ Develop, implement and safeguard a structured Learning & Development strategy aligned with SEHCF’s long-term strategic vision.

▪ Translate organizational priorities into concrete education plans across departments.

▪ Embed learning in daily practice through coaching, on-the-job learning and train-the-trainer approaches, helping to build a strong professional and learning culture across SEHCF.

Leadership, governance & external alignment

▪ Lead, coach and further develop the HR, Communications and Learning team, including the HR & Communications Officer and Education Coordinator.

▪ Actively contribute to Management Team decision-making, governance and organizational alignment with direct influence on organizational performance, staff satisfaction and continuity.

▪ Coordinate and support alignment with other healthcare providers across the BES and CAS islands, including collaboration on HR, workforce development and training initiatives.

▪ Maintain constructive relationships with unions, training and education partners, and external HR, learning and communication advisors.

You are an experienced HR professional with strong strategic awareness and a calm, decisive leadership style. You are comfortable operating at MT level, while remaining closely connected to practice. You understand governance and stakeholder complexity, and know how to combine strategic thinking with hands-on execution in a small-scale organization where decisions have visible impact.

▪ Proven experience in a senior HR role, preferably in healthcare or the public sector.

▪ A coaching, supportive and consistent leadership style, with the ability to guide professionals, build trust and provide clarity during periods of change.

▪ Proven experience with organizational development, leadership support and change processes.

▪ Strong knowledge of HR processes and employee relations.

▪ Affinity with, and preferably experience in, communications.

▪ Experience with, or a strong affinity for, Learning & Development in a healthcare context.

▪ The ability to operate effectively in a small, complex organization and a close-knit island community, where you combine strategy with hands-on involvement and work with multiple stakeholders and a limited labor market.

▪ Excellent command of English (required), Dutch is an asset.

Quality at St. Eustatius Health Care Foundation

Over the past years, SEHCF has strengthened its focus on quality and patient safety through the development of policies and procedures, implementation of quality improvement processes, strengthening of incident reporting and follow-up, and the promotion of a culture of continuous learning and improvement. As we continue to build on this foundation, we are looking for a colleague who wants to contribute to the next phase of our quality journey. In this role, you will support the further development of our quality management system, patient safety initiatives, audits, policy development, incident investigations, and organizational improvement projects.

This position offers broad exposure across the organization and provides a unique opportunity to work closely with management, healthcare professionals, and support departments while contributing directly to the quality and safety of care provided to the community of St. Eustatius. Employees with an interest in quality improvement, patient safety, and organizational development are encouraged to apply, even if they do not yet meet every requirement listed in the vacancy.

▪ Presence on St. Eustatius is a strong asset, or a clear willingness to be regularly present on the island, including the possibility of living on or relocating to St. Eustatius. A hybrid set-up (combining off-island work with regular visits to St. Eustatius) is possible where needed.

▪ The role offers room for strategic broadening within HR, organizational development and communications as the organization continues to develop.
